Protocol for identifying the actors involved in a region's environmental protection

The Union Régionale des Centres Permanents d’Initiatives pour l’Environnement (“Regional Union of Permanent Centres for Environmental Initiatives”, URCPIE) of the Rhône-Alpes is a network gathering together the four regional CPIE. Each of these associations leads local initiatives encouraging citizen participation, which are capitalized on in order to pursue a common reflection in favour of strengthening local residents' involvement in environmental projects.

The internship proposed by URCPIE is a study of this dialogue process, focusing more specifically on the identification of those actors invited to take part in the process. The project managers often have recourse to pre-established lists of contacts, which does not allow for their effective targeting to create a sustainable mobilization around the concerned project. The construction of an identification protocol seeks to assist environmental professionals in modifying the manner in which they interact with the local stakeholders concerned by their projects. This internship has two main objectives: In the short term, it should allow for the involvement of local actors in a project led by the Conservatoire des Espaces Naturels (“Conservatory of Nature Reserves”, CEN) of the Rhône-Alpes on the Mornantais Plateau; and, in the long term, the developed methodology should encourage citizen participation in environmental projects.
Through the Morantais Plateau experimentation, as well as multiple meetings with project managers, this internship allowed for the construction of a protocol for identifying concerned stakeholders to be invited to participate in environmental projects. The effectiveness of this identification process depends upon two key factors: time and desire. It would seem essential that the project managers are motivated to identify and involve local stakeholders in their projects, and believe in the added value of the latter’s practical expertise. Meetings with the main concerned actors would seem to be the principal lever favouring citizen expression and involvement in environmental projects.
